The Kentucky Health Departments Association (KHDA) is a statewide membership organization, of health departments across the Commonwealth, that exists to help strengthen Kentucky’s public health system & local health departments.
Through the coordinating structure of our Association, collective efforts of local health departments, and the engagement of our partners – we contribute to our vision of healthy Kentuckians who are all supported by quality public health services & policies.

Where we are and where we are headed.
At a time of uncertainty and opportunity for our organization, we are positioned to continue building on the momentum of prior successes. Our relationships across health departments and with state-level partners are strong, and over the next two years, we aim to leverage and sustain our strengths to support priority needs within our local health departments and communities. We will continue to serve as a voice, training resource, connector, capacity builder, and innovation driver for local public health in Kentucky.

Healthy KHDA
KHDA will maintain & enhance the financial stability, membership engagement, culture, and structure we need to succeed. Together, as a unified membership organization, we will continue to speak with one voice and generate the excitement and collaboration needed to support the future we can imagine for KHDA, Kentucky’s LHDs, and our local communities.
Healthy Local Health Departments
We strive for Healthy LHDs where local Health Directors have the information needed to make efficient and well-informed decisions, and the capacity (knowledge, skills, staffing, and financial resources) to take action to support healthy communities.
HEALTHY PARTNERSHIPS
We intend for KHDA, and our member LHDs, to be recognized as local public health policy experts and a trusted source for health data and information, with the confidence they need to advocate for policy and funding that supports our communities. We aim to have strong and healthy partnerships across legislators, state-level partners, LHDs, and our communities, to build a solid foundation of trust that supports decisions which support flourishing for the people in our state.
Healthy Communities
Through KHDA, Local Health Departments across the Commonwealth will work together to understand and address priority community health needs and opportunities. We have identified three public health priorities that currently need our collective attention.
The KHDA Executive Committee reviewed and approved this plan on June 13, 2025 and approved by the full membership on June 17, 2025. Each committee chair will take the relevant content from the plan for their committee and create implementation details with their teams. Questions or challenges that surface will be brought back to the Executive Committee for consideration and support. Progress updates on the plan will be shared quarterly during a full membership meeting and revisions will be made as needed to adjust to current context and realities.
